Tim Lepard owns and operates a Mississippi-based "cowboy monkey rodeo" sideshow act that features monkeys in cowboy outfits riding border collies as they corral sheep. On June 22, 2012, Lepard brought his act to Frederick to perform between innings at a Keys minor league baseball game.
Though Lepard insists his animals are all treated well, the U.S. Department of Agriculture has issued him multiple citations for violating the federal Animal Welfare Act. Lepard and other similar performers have been routinely condemned and protested by People for the Ethical Treatment of Animals and other animal rights activists.
